On May 24, 2025, a significant security incident unfolded in Papua’s Puncak Regency when an armed group, identified as the West Papua National Liberation Army (TPNPB-OPM), launched an attack targeting an aircraft carrying Puncak Regent, Elvis Tabuni during its approach to Aminggaru Airport in Ilaga. This event underscores the persistent tensions and security challenges in the region, highlighting the ongoing conflict between separatist groups and the Indonesian government.

The Incident at Aminggaru Airport

According to reports from Detik News, the attack occurred around 10:00 AM local time. As the aircraft was preparing to land, members of the armed group opened fire from two different locations near the airport. Despite the gunfire, the aircraft managed to land safely, and Regent Elvis Tabuni was promptly escorted to his official residence in Gome under tight security provided by the Cartenz Peace Operation Task Force.

Brigadier General Faizal Ramadhani, head of the Cartenz Peace Operation, stated that the security forces had been conducting patrols in the area when the attack commenced. Reinforcements were quickly dispatched to secure the airport and ensure the safety of all personnel and passengers.

Background on the Papua Conflict

The Papua region has long been a hotspot for separatist movements seeking independence from Indonesia. The TPNPB-OPM, the armed wing of the Free Papua Movement, has been involved in numerous attacks targeting Indonesian security forces, infrastructure, and civilians. Their activities have intensified in recent years, leading to increased military operations and heightened tensions in the area.

Notably, the TPNPB-OPM was responsible for the abduction of a New Zealand pilot from Susi Air, Phillip Mark Mehrtens, in the Nduga Regency on February 7, 2023 and killed another a New Zealand civilian helicopter pilot, Glen Malcolm Conning in the Mimika Regency on August 8, 2024.

Implications of the Attack

The recent attack on Regent Elvis Tabuni’s aircraft signifies a bold escalation by the TPNPB-OPM, demonstrating their capability and willingness to target high-profile government officials. Such actions not only threaten the safety of individuals but also disrupt governance and development efforts in the region.

The incident also raises concerns about the security of aviation operations in Papua. Air travel is a critical mode of transportation in the region due to its challenging terrain and limited infrastructure. Attacks on aircraft can severely hinder mobility, economic activities, and the delivery of essential services.

Government Response and Future Outlook

In response to the attack, Indonesian security forces have intensified operations to apprehend the perpetrators and prevent further incidents. The government remains committed to maintaining stability in Papua and ensuring the safety of its citizens.

However, the persistent unrest highlights the need for comprehensive strategies that address the root causes of the conflict. Efforts to promote dialogue, economic development, and respect for human rights are essential in fostering long-term peace and reconciliation in the region.

Conclusion

The attack on Puncak Regent Elvis Tabuni’s aircraft at Aminggaru Airport serves as a stark reminder of the ongoing challenges in Papua. It underscores the urgency for concerted efforts by the Indonesian government, local stakeholders, and the international community to address the complex dynamics fueling the conflict and to work towards a peaceful and prosperous future for the region.
