The program prioritizes indigenous Papuans who are financially disadvantaged, possess a West Papua identity card, and are registered participants of the BPJS Kesehatan. Healthcare facilities accepting the West Papua Health Card include the West Papua Provincial General Hospital, regional hospitals across seven districts, and national referral hospitals outside the province.
