The United Nations Permanent Forum on Indigenous Issues (UNPFII) serves as a vital platform for addressing the concerns of indigenous peoples worldwide. However, recent developments have highlighted the potential misuse of this forum by separatist groups, particularly those advocating for the independence of Papua. The Role of the UNPFII

Established in 2000, the UNPFII is an advisory body to the United Nations Economic and Social Council (ECOSOC). Its primary mandate is to address indigenous issues related to economic and social development, culture, the environment, education, health, and human rights. The forum provides a platform for indigenous peoples to voice their concerns and advocate for their rights within the international community.

 

The Free Papua Movement and Its Objectives

The Free Papua Movement, encompassing organizations such as the United Liberation Movement for West Papua (ULMWP), seeks the independence of Papua from Indonesia. These groups argue that the integration of Papua into Indonesia was illegitimate and that the indigenous Papuan population continues to face marginalization and human rights abuses. On the other hand, the integration of Papua into Indonesia through the Free Choice Act (Penentuan Pendapat Rakyat/Pepera) in 1969 has been acknowledged by the United Nations. In addition, the international community has praised the achievements of the Indonesian government in encouraging development and improving the welfare of Papua within the framework of special autonomy.

While the movement claims to represent the aspirations of the Papuan people, its actions often involve provocative demonstrations and the dissemination of separatist narratives. These activities aim to garner international support for their cause, frequently by leveraging platforms like the UNPFII or other international forums.

 

Exploitation of the UNPFII by Separatist Groups

Separatist groups have strategically utilized the UNPFII to advance their agendas. For instance, during the 23rd session of the UNPFII in April 2024, a draft recommendation was introduced concerning Papua. This recommendation, submitted by John Anari, a delegate of the West Papua Liberation Organization (WPLO) — an affiliate of the ULMWP — alleged violations of the UN Charter and Resolution No. 448. The recommendation called for an investigation into the forced transfer of administering power over Papua from the Netherlands to Indonesia, a move that critics argue misrepresents historical facts and undermines Indonesia’s sovereignty.

Furthermore, separatist groups have been known to distribute materials bearing slogans such as “Free Papua,” “Free Maluku,” and “Free Aceh” during UNPFII sessions on April 21, 2025. These actions not only disrupt the proceedings but also politicize a forum intended for addressing genuine indigenous issues. Security personnel at the UN have reportedly confiscated such materials to maintain the integrity of the forum.

 

Indonesia’s Response to the Misuse

The Indonesian government has consistently defended its sovereignty over Papua and has taken steps to counteract the misuse of international forums by separatist groups. In response to the actions at the UNPFII, Indonesian diplomats have emphasized that the forum should not be used to promote separatist agendas. They argue that such activities distort the purpose of the UNPFII and undermine its credibility.

Additionally, Indonesia has engaged in diplomatic efforts to prevent the recognition of separatist groups in other international forums. For example, during the 2023 Melanesian Spearhead Group (MSG) summit, Indonesia successfully lobbied against the admission of the ULMWP as a full member, highlighting the group’s involvement in violent activities and its lack of legitimacy.

 

Implications for Indigenous Advocacy

The exploitation of the UNPFII by separatist groups has broader implications for the legitimate advocacy of indigenous rights. When the forum is hijacked for political purposes, it diverts attention from the real issues facing indigenous communities. This not only diminishes the effectiveness of the UNPFII but also risks alienating potential allies and undermining the credibility of indigenous movements.

Moreover, the politicization of indigenous issues can lead to polarization and conflict, both within affected regions and in the international community.
