State Civil Apparatus or Civil Servants have an obligation to comply with laws and regulations in general elections, namely regarding neutrality during the general election process, especially during the campaign. However, Civil Servants still have the right to vote which can be used when the general election is held. The Election Supervisory Body has the task of ensuring that Civil Servants comply with applicable laws and regulations and are ready to take firm action if violations occur. In order to maximize its supervisory duties, of course the Election Supervisory Body needs assistance to fulfill such a broad scope. The Election Supervisory Body in the Papua region invites the community to jointly supervise the neutrality of Civil Servants and one of them is students who are considered to have a critical attitude.
Supervision of the general election in Papua involves collaboration from several parties. In addition to involving students, the Papua Election Supervisory Body also involves the media to be able to supervise the neutrality of Civil Servants and routinely report on events that occur during the general election process. The Coordinator of the Division of Handling Violations and Data Information of the Papua Province General Election Supervisory Agency, Barat Norbertus, realized that in carrying out the functions and duties of supervision, collaboration from various levels of society is needed in order to be more optimal in taking action against violations that occur.
Students who are members of various student organizations in Papua Province are considered to have the background and capabilities that are qualified to collaborate with the Papua Province General Election Supervisory Agency to supervise the neutrality of the Civil Servants. Students are considered as one part of society that is critical and has a high level of literacy so that at least they have concern in the general election and also understand the applicable laws and regulations. The role of students is to supervise the neutrality of the Civil Servants and also report to the General Election Supervisory Agency if they see any violations that occur. The risk of violations that occur during the campaign period based on data held by the General Election Supervisory Agency and also recorded in the media is quite high in previous general elections. So inevitably the supervisory function must be further improved which is a shared responsibility.
The hope of the collaboration created between the Election Supervisory Body and students in supervising the neutrality of the Civil Servants during the general election process is that the level of violations of laws and regulations will decrease and even reach zero percent. This means that there are no violations, especially during the campaign period, so that the general election process that takes place will be in accordance with the expectations of all parties, namely without any cheating that can affect the results of the general election. The ultimate goal is to elect a regional head who is in accordance with the wishes of the people who are also in accordance with laws and regulations.
