Starting in 2025 Bappenda Papua will impose a tax on every heavy equipment ownership

Jayapura – The Papua Provincial Government through the Regional Revenue Management Agency or Bappenda starting in 2025 will impose a tax on every heavy equipment ownership. This is done as an effort to increase regional income, especially after the presence of the New Autonomous Region or DOB, namely Papua Mountains, Central Papua and South Papua, resulting in reduced revenue for Papua Province.

The Acting Head of the Tax Division at the Papua Province Regional Revenue Management Agency, Ardy Bengu, stated that in accordance with the implementation of the Law on Financial Relations between the Central Government and Regional Governments or HKPD, Bappenda has regulated and prepared the rules according to Regional Regulation Number 1 of 2024 and regulates in it a new type of tax, namely heavy equipment tax.

“This heavy equipment tax is effectively collected starting this year,” Hans Hamadi told Jubi recently in his office.

The heavy equipment tax was previously levied, but due to a Constitutional Court ruling that annulled where heavy equipment was previously levied in the context of motor vehicle tax.

After a judicial review of Law 28 of 2009 concerning the definition of motorized vehicles, the phrase governing the definition of heavy equipment vehicles was then deleted, because heavy equipment was not considered a motorized vehicle.

“Then the Constitutional Court decision annulled it, we no longer collect motorized vehicles specifically for heavy equipment. But in the new law or HKPD appears as a new type of tax, so starting this year the collection is carried out,” he said.

Even since 2024 Bappenda Papua has been collecting data but it is indeed less effective because there are quite a lot of companies that have not reported. For this reason, Bappenda also cannot confirm what the potential of heavy equipment tax collection is, because the data collection has not been maximized.

However, there is a desire of the local government although it still requires talks with the Papua Police Traffic Directorate and others where each heavy equipment has a register number.

“This means that there is a special plate to make it easier for heavy equipment to belong to anyone, making data collection easier. Apart from us being orderly in the number of administration, but also orderly in registering heavy equipment of various types,” he said.

Therefore, Bappenda hopes that the community or agencies, companies that have heavy equipment to report each unit to Bappenda through the nearest Samsat office in their respective districts and cities.

“In order to immediately do the data collection and the amount of tax, please report it at eight Samsat in Papua Province,” Hamadi said.
