PAPUA – The construction of the Jayapura-Wamena segment of the Mamberamo-Elelim Trans Papua Road in Mountainous Papua Province will be carried out. The project is a Government and Business Entity Cooperation (PPP) project.
The project worked on by PT Hutama Mambelim Trans Papua (PT HMTP) through a consortium between PT Hutama Karya (Persero) and PT Hutama Karya Infrastruktur has a total investment of Rp3.3 trillion with a concession period of 15 years. The concession period consists of two years of construction and 13 years of service.
The 50.14-kilometer road construction project uses the Availability Payment (AP) scheme and the government provides periodic payments based on service quality. The Sekma is also supported by PT Penjaminan Infrastruktur Indonesia (PII).
In the project, PT Bank Rakyat Indonesia (Persero) Tbk or BRI is involved in providing structured and sustainable financing solutions. BRI also acts as Coordinating Banks with PT Sarana Multi Infrastruktur (Persero) (SMI).
Director of Wholesale & Institution Business BRI, Agus Noorsanto revealed, BRI’s involvement in this project is clear evidence of the company’s contribution in supporting the development of national strategic infrastructure.
“The high interest of financial institutions in financing this project is reflected in the oversubscription rate of 1.27 times, which shows the great confidence of financial institutions in the prospects of the Trans Papua PPP project,” he said.
“As one of the Coordinating Banks, BRI is committed to encouraging synergy between the Implementing Business Entity (BUP), financial institutions, PII, and the Government, this collaboration is expected to be a strong foundation to support the success of other strategic projects through the PPP scheme in the future,” Agus explained.
Previously, the Syndicated Financing Agreement Signing Event for this project was held on December 30, 2024 at the Hutama Karya Building, Jakarta. This activity was also attended by Director General of Bina Marga Rachman Arief Dienapitra and Director General of Infrastructure Financing Triono Junoasmono who represented the Ministry of Public Works.
This reflects the government’s commitment in supporting the acceleration of strategic infrastructure development oriented towards improving connectivity and community welfare, especially in the Papua region.
The syndicated financing structure involves five financial institutions, namely BRI, SMI, BNI, PT Bank Syariah Indonesia Tbk (BSI), and Papua Regional Development Bank (BPD Papua). The total syndication value reached Rp2.6 trillion, consisting of financing with a conventional scheme worth Rp2.36 trillion and financing with a sharia scheme of Rp 300 billion.
