For decades, the mountains and dense forests between Papua’s northern coast and its interior have presented one of Indonesia’s toughest infrastructure challenges. Now, the Trans Papua road project is entering another important phase as the government of President Prabowo Subianto continues construction of the Mamberamo-Elelim segment, a critical link between Papua and Papua Pegunungan (Highland Papua).
The 50.14 kilometer segment is being built along the Jayapura-Wamena corridor and is intended to strengthen land connectivity between the two provinces. As of mid July 2026, construction had reached 51.59 percent, according to the Ministry of Public Works. The project is targeted for completion in November 2026.
But for the communities in and around Papua’s highlands, the project’s importance goes beyond asphalt and bridges. Better roads can determine how quickly food reaches markets, how easily patients reach health facilities, and whether farmers can move their products to larger centers.
The Indonesian government’s decision to continue the project therefore places infrastructure at the center of its broader effort to connect remote communities with economic and public services.
A Critical Link Between Papua and Papua Pegunungan
The Mamberamo-Elelim section occupies a strategically important position in the Jayapura-Wamena corridor.
The road is designed to connect an area in Papua Province with Elelim in Yalimo Regency, Papua Pegunungan Province. Government officials regard the corridor as an important transportation and logistics route for the highland region.
The Ministry of Public Works says the segment extends for 50.14 kilometers. Construction began in July 2024 and is scheduled for completion in November 2026.

Sixteen new bridges are included in the wider project scope, together with a vehicle weighing facility designed to help prevent overloaded vehicles from damaging the road.
These components may appear secondary when compared with the road itself, but they will influence whether the corridor can remain functional over the long term.
A Public-Private Partnership Model
Another notable aspect of the project is its financing structure.
The Mamberamo-Elelim segment is being developed through a government and business entity partnership, known in Indonesia as KPBU, or public-private partnership. The project uses an availability payment mechanism.
Under the arrangement, the private sector participates in financing, planning, construction, and service delivery, while the government maintains its role in setting standards and overseeing implementation.
The arrangement represents an effort to mobilize financing for major infrastructure without relying exclusively on conventional government procurement.
The project has a longer life cycle than its construction period. The reported concession period is 15 years and four months, including two years and four months of construction followed by 13 years of service and operation.
That means the quality of the road will ultimately be judged not only by whether construction finishes on time but also by how effectively the infrastructure is maintained.

According to the Ministry of Public Works, 116 local workers are currently involved in the project, representing approximately 28 percent of the total workforce.

The government has acknowledged that some sections of the broader Jayapura-Wamena corridor have experienced security and land-related challenges. In 2025, Minister Dody Hanggodo said construction had encountered unresolved land issues and occasional security disturbances, while noting that the government had received support from local security institutions and was seeking dialogue with traditional leaders concerning land matters.
This highlights an important reality.
Building infrastructure in Papua requires more than engineering expertise. It also requires coordination with communities and local institutions.
Traditional leaders, provincial governments, district administrations, security agencies, and construction companies all play important roles.
A project of this scale is more likely to succeed when local communities see tangible benefits from it and when legitimate concerns about land and environmental impacts are addressed through appropriate consultation.
A Long-Term Development Corridor
The Mamberamo-Elelim segment should therefore be viewed as part of a larger economic corridor.
