In 2024, the South Papua Provincial Government (PPS) announced the opening of 1000 Civil Servant Candidate (CPNS) formations. This initiative is a strategic step by the local government to strengthen local community participation in government and improve economic and social welfare in the South Papua region. This policy also confirms the government’s commitment to prioritizing Indigenous Papuans (OAP), with an allocation of 80 percent or 800 formations specifically for them, while 20 percent or 200 others are open to the public.

This step was part of the government’s efforts to empower OAP in various government sectors. By giving priority to OAP, the government hopes to create more opportunities for local people to contribute to the development of their regions. Pj. The Governor of South Papua Province, Prof. Dr. Ir. Apolo Safanpo, ST., MT, stated that this policy is part of an effort to ensure that development in South Papua can truly be felt by the local community.

According to Safanpo, with this special formation, it is hoped that a balance will be created in the distribution of labor capable of supporting the wheels of government and public services in South Papua. “The South Papua Provincial Government has been allocated 1000 CPNS formations in 2024 for Technical Personnel,” Safanpo said in his statement.

The government has started the first step by issuing a survey link to obtain data on the number of job seekers in the South Papua Province area. In the first two hours after the link was distributed, 200 responses were received. This data will form the basis for further selection processes. The schedule and stages of CPNS recruitment will be announced later, and the government urges all job seekers to prepare administrative files and follow all stages set.

In addition, the government also allocated formations to district governments, such as in Mappi Regency which received 2787 formations, consisting of 150 CPNS formations and 2637 PPPK formations. This allocation shows that the government is not only focusing on the provincial level but also on the district level to ensure equal distribution of employment opportunities.

The opening of this CPNS formation is expected to have a significant positive impact on development in South Papua. By involving more OAPs in government, the local government hopes to utilize local knowledge and cultural uniqueness in the decision-making process and policy implementation. This will also increase the representation of OAPs in government so that the aspirations and needs of local communities can be better met.

In addition, with the increase in the number of civil servants among the OAP, it is expected that there will be an improvement in the quality of public services in various sectors, such as education, health, and infrastructure. This is in line with the government’s efforts to accelerate development in underdeveloped areas and improve community welfare.

However, some challenges need to be overcome in implementing this policy. One of them is to ensure that the entire selection process is transparent and fair, so as not to cause conflict or dissatisfaction among the community. The government needs to ensure that all prospective participants have equal access to information and opportunities to participate in the selection.

The hope is that this policy will create competent and dedicated human resources to support the development of South Papua. The success of this policy will not only benefit the OAP but also the entire community of South Papua because with better public services and a more representative government, it is hoped that an environment conducive to economic and social growth will be created.

Overall, the opening of 1000 CPNS formations by the South Papua Provincial Government is a positive step that shows the government’s commitment to increasing the involvement of OAPs in regional development. With the right policy and transparent implementation, it is hoped that this policy can bring significant changes to South Papua in the future.
