SORONG, WEST PAPUA – Indonesian Minister of National Development Planning or Head of Bappenas Suharso Monoarfa accompanied Indonesian Vice President Ma’ruf Amin to launch the Papua Development Acceleration Master Plan 2022-2041 and the Papua Development Acceleration Information System in Sorong, Southwest Papua… As an integrated platform for the acceleration of Papua’s development, the Master Plan for the Acceleration of Papua Development 2022-2041 and the Information System for the Acceleration of Papua Development serve as a compass for the long-term development of the Papua Region, “this is an important momentum that can be part of the history of Papua’s development journey and also be a determinant for Papua’s progress in the future. Papua’s development has become a top priority, in line with the government’s commitment to realizing Indonesia-centric development in order to reduce inequality between regions,” said Vice President Ma’ruf Amin.
Established through Presidential Regulation No. 24 of 2023, the Papua Development Acceleration Master Plan 2022-2041 carries the vision of “Realizing an Independent, Just and Prosperous Papua”, with three missions, namely:
- Healthy Papua,
- Papua Smart,
- Productive Papua.
The Papua Development Acceleration Master Plan is a mandate from Law Number 2 of 2021 concerning the Second Amendment to Law Number 21 of 2001 concerning Special Autonomy for Papua Province which states that special autonomy is implemented based on a master plan by prioritizing the principle of financial management and while the Papua Development Acceleration Information System is an integrated information system platform within the framework of the Papua Development Acceleration Master Plan which will be connected to other information systems with the principle of data sharing or interoperability, “the launch of the Papua Development Acceleration Master Plan 2022-2041 and the Papua Development Acceleration Information System are important stages in Papua’s development and with the launch of these documents we introduce the direction of long-term development of the Papua region. We hope that this will be an important moment in encouraging synchronization and harmonization of planning and budgeting, as well as collaboration between the central government, regions, and other development actors in accelerating the development of the Papua region,” said Minister Suharso.
The platform developed by the Indonesian Ministry of National Development Planning or the Head of Bappenas together with the Vice President’s Secretariat, the Ministry of Finance, the Ministry of Home Affairs, and the Regional Government in order to maintain the harmony of development planning will be a means for the Steering Committee for the Acceleration of Papua Special Autonomy Development, Ministries, Institutions, Regions, and Development Actors to monitor the acceleration of Papua’s development starting from the stage:
- Planning,
- Budgeting,
- Implementation,
- Monitoring,
- Evaluation,
- Control.
The Information System for the Acceleration of Papua Development emphasizes the principle of synergy between planning and budgeting, as well as synergy between funding sources.
Also attending the launch were Deputy Minister of Home Affairs John Wempi Wetipo, Deputy Governor of Southwest Papua Mohammad Musa’ad, Deputy Governor of West Papua Ali Baham Temongmere, Deputy Governor of Papua M. Ridwan Rumasukun, Deputy Governor of South Papua Apolo Safanpo, Deputy Governor of Papua Mountains Velix Vernando Wanggai, and Deputy Governor of Central Papua Ribka Haluk. The launch event included an interactive dialog with Deputy for Regional Development of the Indonesian Ministry of National Development Planning or Bappenas Tri Dewi Virgiyanti and inspiring young Papuans Michelle HorstLie and Yafeth Wetipo discussing the strategic role and development plans of the Papua Region.
The dialogue also invited the Governor of Papua Mountains as Chairman of the Association of Regional Heads in the Land of Papua Velix Vernando Wanggai, Papua Steering Committee Member Representative of Southwest Papua Province Otto Ihalauw, and Deputy Australian Ambassador to Indonesia Gita Kamath.
