According to the prevailing laws and regulations, especially Law No. 23 of 2014 concerning Regional Government, each Regional Government has the responsibility to organize Government affairs which are under its authority. In this case, the preparation and implementation of human resource policies, including the involvement of Indigenous Papuans, is an integral part of the implementation of these government affairs.

Law No. 5 of 2014 on the State Civil Apparatus mandates that each Government agency must be able to prepare employee needs planning based on job analysis and workload analysis. Mapping workforce needs in this context, including the placement of Indigenous Papuans in strategic positions, is not only an administrative obligation, but also part of an effort to create an effective, efficient, and responsive government to the needs of the community, “I observe that currently, many agencies in the Papua Mountains tend to wait for opportunities for political participation without doing careful planning related to human resource needs, this is contrary to the principles of good governance mandated by law, where local governments must be proactive in formulating policies based on the real needs of the community,” said Sonni Lokobal.

The planning, implementation and evaluation of each agency function must be carried out with reference to applicable regulations, including in the preparation of annual and long-term strategic plans and this not only creates a transparent and accountable Government, but also ensures that public services can run well and have a positive impact on society, “My hope, as an observer of development in the Papua Mountains, is that the Regional Government, both at the Provincial and Regency levels, can increase the active participation of Indigenous Papuans in the world of work through proper mapping and policies based on a comprehensive analysis of human resource needs, this is important so that every policy taken can have a significant impact on regional development and community welfare,” he said.

The availability of adequate employment opportunities for Indigenous Papuans will be a key factor in sustaining community life, and therefore, must be a top priority in development planning in Papua Mountains and for this reason the role of the Regional Government, starting from the Regent Leader, Head of Service, to the head of the work unit, must be able to analyze and respond to human resource needs appropriately and based on a strong legal basis, “This will ensure that the government in Papua Mountains can run in accordance with the mandate of the Law and provide maximum benefits to the community, especially Indigenous Papuans,” he said.
