The implementation of Special Autonomy in Papua, including Central Papua Province, is a form of adaptation to the character of the Papuan people who are given special rights to be able to manage the resources they have. Resources that suit the character of Indigenous Papuans do not only talk about the abundant natural resources that have long been the source of life for the people there. However, the human resources of Indigenous Papuans are also a character that is deemed appropriate for implementing special autonomy. Young students in Central Papua must of course have a character that is in accordance with the values of special autonomy. A national insight seminar is one of the agendas that needs to be carried out by the Central Papua Provincial Government and the National Unity and Politics Agency to introduce how special autonomy applies, its benefits, and also provide political education for students in Central Papua.
The national insight seminar was carried out with assistance from the Indonesian National Army and the Republic of Indonesia Police. The values of love for one’s country are one of the things emphasized to students in Central Papua. Apart from instilling a sense of love for the country, students in Central Papua were also given an explanation of the special autonomy which is implemented as a special right for Indigenous Papuans. Leadership and self-development training is also included in the series of national insight seminars held in the YPK Tabernacle Hall.
Of course, special autonomy is ideally understood by the adult Papuan people or those in the ranks of regional government who have the task of making policies. However, the national insight seminar includes special autonomy in the material given to students to prepare for the future. Students are told about how special the rights granted in special autonomy are. The hope is of course to foster a critical nature and also include it in political education. Even though some of them are still in the underage category, students are certainly allowed to learn about the politics that apply in Central Papua Province, including special autonomy and applicable regional government policies. So that in the future it can become a provision for living in the future.
Leadership training and self-development are an agenda included in the series of national insight seminars. Students in Central Papua Province will certainly have a period where they must be able to become leaders. Moreover, in the special autonomy regulations, Indigenous Papuans are given special positions such as the Papuan People’s Representative Council which is specifically for them. So, when the time comes, students also know what to do and are prepared to learn, including leadership values.
Self-development is the final point in the national insight seminar. The special autonomy that applies in Central Papua provides freedom for Indigenous Papuans to be able to develop themselves according to the resources they have. This includes utilizing natural resources to improve their own welfare and also improving human resources through various access to health, education and others so that they can continue to develop with the times.
