PROSPECT-OTSUS: Efforts to Empower Villages in West Papua

WEST PAPUA – Currently, development should touch all levels without exception. Including villages and sub-villages which should actually be the backbone of development. This is well realized by the West Papua government. Various programs have been initiated and implemented in the West Papua Province. All aim to increase the capacity of villages and sub-villages.

One of the programs currently underway is PROSPPEK-OTSUS or the Strategic Program for Improving Village Development – Special Autonomy. This program aims to improve governance and development in villages, villages and districts in the economic sector and basic services, especially for Indigenous Papuans (OAP).

This program consists of 4 components, namely: 1) strengthening the Village Administration and Information System (SAIK+), 2) increasing the capacity of village cadres and officials, 3) strengthening the District in carrying out guidance and supervision tasks, and 4) strengthening the village’s ability to fund basic services at the village level. Through the four components above, it is expected that the village can manage and use the village budget more effectively and successfully in accordance with national objectives and village needs.

Since its launch by the Governor of West Papua, Drs. Dominggus Mandacan in Manokwari, PROSPPEK OTSUS has immediately moved in several regions, especially those that are pilot sites such as Kaimana Regency, Fakfak Regency, Sorong Regency, and South Manokwari Regency.

PROSPPEK-OTSUS is also made possible by the assistance of development partners such as KOMPAK-BaKTI. Together with these development partners, the West Papua PROSPPEK-OTSUS Joint Secretariat plans and budgets for various capacity building activities that support the implementation of PROSPPEK-OTSUS.

Some of these activities include training on SAIK+ data filling. In this training, the participants, who were mostly village cadres, were given the knowledge and skills to conduct data collection and fill in the data collection application in the village. Data is the main component in a program, starting from planning, budgeting, implementation, to monitoring and evaluation. Therefore, the process of collecting and processing data is one of the focuses of the PROSPPEK-OTSUS program.

After several years, the PROSPPEK-OTSUS program is still crawling. A number of activities were carried out to move step by step to achieve the expected goals. One of them is training village cadres to prepare SAIK+ data. SAIK+ is the data needed by the PROSPPEK-OTSUS program so that OTSUS funds can be distributed and utilized according to the needs of the community, especially Indigenous Papuans (OAP). Given that SAIK+ provides accurate information about each resident in an area, with SAIK+ data, information about the OAP population in one area can be obtained. This will greatly support the needs of the PROSPPEK-OTSUS program which is specifically for OAP. The SAIK+ Cadre Training was facilitated by the KOMPAK-LANDASAN Phase II team and was conducted for all village cadres in four districts, namely Manokwari Selatan, Kaimana, Sorong and Fakfak.

The PROSPPEK-OTSUS program designed to support the development of West Papua Province is still ongoing. The hope is that the quality of development and people in West Papua Province can improve, especially the quality of Indigenous Papuans.
