Papua Provincial Government Socializes Online Transportation Rates and is Appreciated by the Papua Legal Aid Institute

JAYAPURA, PAPUA – The Papua Provincial Transportation Office held a socialization of online transportation rates (special rental transportation) by inviting conventional transportation drivers, online transportation such as:

  1. Grab,
  2. Maxime,
  3. Airport Taxi,
  4. PBH

As well as related agencies from nine regencies and cities in Papua Province. This was conveyed by the Legal Aid Provider from the Papua Legal Aid Institute Reinhart Kmur in Kotaraja, Abepura District, Jayapura City, Papua.

Reinhart explained that his party, which was present as a Legal Aid Provider, also attended the socialization related to the determination of special rental or online transportation rates. The determination of the tariff is based on the Governor’s Decree number 188.4/147/2024 concerning the Determination of Special Rental Transport Tariffs in the Papua Province, “So in essence the discussion was on the socialization of the determination of the upper threshold and lower threshold tariffs for online transportation that has been decided through the Governor’s Decree,” Reinhart said.

The Legal Aid Provider from the Papua Legal Aid Institute said a number of conventional transportation drivers had six demands so that the determination that had been socialized was one of the demands granted by the Papua Provincial Government, “One demand has been answered, the hope is that the Government will immediately answer the other demands, because it is part of the problems faced by conventional transportation drivers,” said Kmur.

Reinhart said that another demand is about the comprehensive control of online vehicles, the number of fleets operating and so on in the hope that the government must answer this, “In addition, we ask the Acting Governor to make a Governor’s regulation regarding the control or limitation of online vehicles,” he said.

In the socialization of the tariff determination, the online drivers accepted the Governor’s Decree and in addition, a number of online drivers will help socialize the tariff determination to other drivers.

Kmur said that the Transportation Agency will also oversee the Decree on the determination of this tariff which will be adjusted in the application, “So the upper limit kilometer tariff is IDR 7,700, while the lower limit is IDR 5,500, and the maximum tariff is IDR 33,275,” he said.

Papua Legal Aid Institute Director Emanuel Gobay said the determination of the tariff adjustment was one of the Governor’s answers to the peaceful demonstrations carried out by hundreds of conventional drivers in Keerom Regency, Jayapura and Jayapura City, “In this context we appreciate the Governor’s Decree regarding the determination, but the problem is that we cannot be sure whether the implementation will travel optimally or not?” said Emanuel.

Therefore, it should be noted that the pricing is in the application, while to regulate the application in accordance with the tariff that has been determined through the governor’s decision is not certain, “Whether it will then be adjusted to the server owner of the online transportation that is operating, or this is a question of the effectiveness of its implementation in the future,” said Gobay.

Gobay said on that basis his party firmly asked the Acting Governor of Papua Province to be able to coordinate directly with the Minister of Transportation and the Minister of Communication and Information, “The regional government must coordinate with the Minister of Communication and Information because they are in full control of all activities in cyberspace or online so that they can adjust specifically for online transportation that will operate in the Papua Province area,” said Emanuel Gobay.
