Minister of Public Works and Public Housing Signs Government Cooperation Agreement with Business Entity for Road Development in Papua Mountains

PAPUA PEGUNUNGAN – The Ministry of Public Works and Public Housing signed the Government Cooperation Project Agreement with the Business Entity for the Construction of the Trans Papua Road Section Jayapura-Wamena Segment Mamberamo-Elelim in Papua Mountain Province. The important agreement was carried out at the Auditorium of the Ministry of Public Works and Public Housing, signed by the Director General of Bina Marga and the President Director of PT Hutama Mambelim Trans Papua.

Minister of Public Works and Public Housing Basuki Hadimuljono said the construction of the road had been launched since the era of President Soeharto’s administration in the early 1980s to connect Jayapura-Wamena, especially for logistics so as to reduce the cost of goods and services, “I am sure that with Government Cooperation with Business Entities, God willing, this road will soon be realized so that the cost of goods and services in Wamena can be reduced and welfare in Papua and Papua Mountains can be realized soon,” Basuki said.

Basuki also appreciated the Ministry of Finance, PT PII, and PT Hutama Mambelim Trans Papua who were willing to help realize the construction of this road, “thank you for our enthusiasm together. Good work, and don’t mess with this Government Cooperation with Business Entities,” Basuki said.

The 50.14-kilometer Mamberamo-Elelim segment which will be built under the Government Cooperation with Business Entity scheme is part of the Jayapura-Wamena section, the scope of development also includes:

  1. Bridge Construction,
  2. One motorized weighing unit,
  3. Slope and cliff handling,
  4. O&M during the service period.

The form of cooperation of this Government Cooperation with Business Entity project is:

  1. Design,
  2. Build,
  3. Finance,
  4. Operate, 
  5. Maintenance and Transfer with a cooperation period of 15 years.

The details are 2 years of construction and 13 years of service with a return on investment through the Availability Payment scheme and with an investment value of Rp 3.3 trillion, the project obtained a Government guarantee from PT PII.

In addition to the signing of the Government Cooperation with Business Entity agreement, a guarantee agreement was also signed by the President Director of PT PII and the President Director of PT Hutama Mambelim Trans Papua, as well as a regression agreement by the Minister of Public Works and Public Housing and the President Director of PT PII.
